According to the general research of many Pokémon professors, the number of vines a Bulbasaur has depends on its stage of evolution. A typical Bulbasaur can use two vines, Ivysaur can use four after evolving, and the final evolution, Venusaur, can use eight.

"Aerodactyl can use Flamethrower too?" Ash asked in confusion, turning to Brock.
"Ahem!" Brock straightened himself, preparing to explain. "In principle, Flamethrower is simply the release of fire energy. Since Aerodactyl can already use Fire Fang, it's only natural that it can learn Flamethrower as well."
"I see!"
Ash struck his right fist into his left palm, looking enlightened.

Mega Venusaur's Ability was Thick Fat, meaning Fire-type moves were no longer effective. So Red commanded Aerodactyl to use Psychic Fangs instead, which was also super effective due to Venusaur's Poison typing.
(Thick Fat: When a Pokémon with this Ability is hit by Ice- or Fire-type moves, the opponent's Attack or Special Attack is halved in damage calculation.)
The difference in strength between Venusaur and Aerodactyl came down to one key factor: Venusaur could only have one Ability, while Mega Aerodactyl possessed three simultaneously—this was the decisive advantage suppressing Venusaur.
