He went to the cemetery first.
This was not planned — or rather, it was planned in the way that certain visits are planned, which is that the planning happens without conscious decision, the intention accumulating below the level of formal scheduling until it becomes simply what you do on a particular Wednesday in November when you are driving from New York to Virginia and the cemetery is on the way.
The cemetery was in northern Virginia, forty minutes from D.C. — a military cemetery with the specific quality of military cemeteries, which was the organized grief of a country that had sent people to places from which some of them had not come back, and had organized the fact of their not coming back into rows of white markers that were identical because the people they marked had been part of something larger than their individual identities, even if their individual identities had been the most important thing to the people who loved them.

Danny had been the best natural athlete James had commanded — a man for whom physical capability was as instinctive as breathing, and who had used that capability with the specific generosity of someone who understood that his gifts were for the team rather than himself. He had died covering a withdrawal that James had ordered. James had been present. He had made the right call. He had known, in the moment of making it, that making the right call and living comfortably with the right call were not the same thing.
Staff Sergeant MARIA HERRERA, twenty-eight, killed by an IED in 2013. Maria had been the best intelligence analyst James had worked with in twelve years of service — a mind that processed information the way Marc Miller's mind processed rooms and people, with a natural precision that training had refined rather than created. She had been engaged. Her fiancé had come to the memorial service and James had shaken his hand and had no words for that situation that were adequate, which was one of the few times in his adult life that words had completely failed him.
Lance Corporal PETE OKAFOR, twenty-one, killed in 2014. Pete had been in James's last command before he resigned his commission. He had been from the Bronx. He had been funny, generous, and possessed of the specific quality of courage that is not the absence of fear but its complete acknowledgment. He had died protecting two members of his unit who had not been able to protect themselves that day.

James had thought about Pete Okafor when Marc had mentioned Derek Okafor — the fighter in Dante's circuit with the fifteen-year-old brother, who Marc had told not to take the cartel's offer and given Isaiah's number to. He had not mentioned this to Marc because there was nothing useful to say about it. But he had thought about it. He thought about it now, standing at Pete's marker in the cold November of a military cemetery.
He said what he always said — not aloud, but in the specific internal language of a man speaking to someone he could no longer speak to through conventional means. He said: I'm still paying attention. I'm still trying to do it right.
Then he got back in the car and drove to Virginia.
Colonel Sarah Reed's facility was not an official government installation.
It had been, once — a small intelligence-adjacent property that had been decommissioned in 2008 when the agency that operated it reorganized. Sarah Reed had, through a combination of her retirement package and the specific kind of informal relationship that people with thirty years of intelligence community service maintain with the institutions they served, acquired the property for a consulting organization she ran under the benign title of REED STRATEGIC ASSESSMENT LLC.
Reed Strategic Assessment provided, officially, strategic consulting services to corporate clients navigating complex geopolitical environments. This was accurate in the sense that it described some of what the organization did. It was incomplete in the sense that the organization also maintained a network of former intelligence and military personnel who were occasionally useful in situations where official channels were compromised or unavailable.
James had worked with Reed twice in the past five years. Both times, the situation had required exactly what Reed offered: capability and discretion from people who had the former and understood the latter.
He pulled up to the property at eleven. Reed was waiting on the steps — a compact woman of fifty-two with close-cropped silver hair and the bearing of someone who had spent thirty years in rooms where bearing mattered. She had gray eyes that assessed him in the way of someone who never stopped assessing.
"James," she said.
"Sarah."
"You look like you haven't slept."
"I've slept. Not enough, but some."
"Come in."
The facility's main building was a converted farmhouse that had been upgraded with the specific practical modifications of a working intelligence environment: secure communications, soundproofed meeting rooms, a server infrastructure that was not connected to any network James could identify but that was clearly operational. Reed's team — four people, all former intelligence community, all with the specific quality of people who do serious work seriously — moved through the building with the efficiency of a well-run operation.
Reed's office was the farmhouse's original living room, which she had kept largely unchanged — bookshelves, a fireplace that was operational, two chairs across a coffee table that had the worn quality of something that had been used for years.
They sat.
"Tell me what you need," Reed said.
James told her. He had prepared this carefully — not everything, but what Reed needed to know to provide what he needed. The Phantom Syndicate's structure, the state of the Miller family's counter-operation, the raid that had happened Saturday night, and the remaining operational requirements.
He told her about Kovalenko — that the extraction had succeeded and that Kovalenko was cooperating with federal prosecutors. He told her about the Newark facility and the people who had been inside it. He told her about Dante Reyes and the escalating physical threat to Marc specifically.
Reed listened with complete attention. She had the intelligence professional's discipline of receiving information without reacting to it externally — processing everything without signaling what the processing was producing.
When he finished, she was quiet for a moment.
"What do you need from me?" she asked.
"Three things. First, intelligence on Dante Reyes's operational infrastructure in New York — specifically his secondary locations, the people he trusts most, his personal security arrangements. My team has the public profile. I need the operational depth."
"Second?"
"The cartel's response to the Newark raid. Rafael Reyes's current state of mind — whether he's holding to the tactical approach or whether he's moving to direct action. If he authorizes direct action against the Miller family beyond what Dante is already doing, I need to know before it materializes."
"Third?"
"The Sorokin network's remaining American assets. After the Newark raid, they've lost their primary hub. What's left? Where is it? Because Sorokin is still at large — he hasn't been taken yet — and a man with his capabilities and his motivation is more dangerous when he's been damaged than when he's operational."
Reed looked at him. "The third one is the one that concerns you most."
"Yes."
"Because he'll go personal."
"That's my assessment. A man like Sorokin doesn't respond to institutional damage by retreating. He responds by personalizing it."
"And the person he'll personalize it toward."
"Eleanor Miller." James held Reed's gaze. "She is the reason his anti-trafficking operation has been systematically disrupted for eight years. The Newark raid — the people who were in that building — they were there because her Foundation's work identified the route and funded the intelligence that got Walsh's team there. Sorokin understands this."
"And you want to know where he is before he acts."
"I want to know everything before he acts."
Reed nodded slowly. She looked at the fireplace. She was thinking — running the network in her mind, assessing who had what and who could be asked what and what the operational shape of an answer would look like.
"The Dante operational profile — forty-eight hours," she said. "The cartel response assessment — twenty-four hours. The Sorokin assets situation is more complex."
"How much more complex?"
"Sorokin has been operating in Europe for thirty years. The network is deep and distributed. What he has left in the United States after the Newark loss — I can give you that within seventy-two hours. What he's planning — that depends on where he is and whether he's been in contact with anyone I have visibility on."
"Is he in contact with anyone you have visibility on?"
Reed looked at him. "I'll know in twenty-four hours."
"Thank you, Sarah."
"James."
He waited.
"The boy. Marc Miller."
"Yes."
"You've been working with him for several months now. Closely."
"Yes."
"Your assessment."
James thought about this. He thought about Marc in the parking garage after the Newark surveillance, saying I know, James with the specific controlled voice of a man doing something right that cost him to do right. He thought about Marc at the estate kitchen with his father, drinking coffee in the dark. He thought about Marc in the gym at midnight, working through what couldn't be worked through any other way.
"He's the most tactically gifted person I've worked with outside the military," James said. "And his moral compass is more reliable than most people I've served with inside it."
Reed absorbed this. "That's a significant assessment."
"It's an accurate one."
"He's twenty years old."
"Yes. He's twenty years old and he's carrying things that most forty-year-olds would struggle with, and he's carrying them without compromising either the operation or himself." James paused. "He reminds me of people I've served with who were exceptional. The kind of people who make you believe that some situations produce the person the situation needs."
Reed was quiet for a moment. Then: "I'll have what you need in forty-eight hours. For the Dante profile and the cartel assessment. The Sorokin situation as fast as I can move."
"Thank you."
"Look after your wife," Reed said. "And look after that boy."
"Both," James confirmed.
He drove back to New York through the afternoon, thinking about Pete Okafor's marker in a military cemetery and Derek Okafor in Isaiah's gym and Marc Miller in a parking garage saying I know with a voice that cost him something and cost him nothing because he had decided that some things were worth their cost.
He drove north through the Virginia countryside and into Maryland and then into the specific density of the Eastern Seaboard, thinking about the three things Reed was going to find and about what he would do with them when she found them.
He drove thinking about what it meant to be the kind of man who looked after people — not as an obligation, not as a professional function, but as the deepest expression of what he believed about what a person owed the world.
He thought: forty-eight hours.
He drove faster.
