Chapter 116 - Chapter 116: The Five Elders’ Decision — Buster Call Initiated!

Marine Headquarters, Marineford.

The Supreme Operations Conference Room.

"How much longer are we supposed to wait?!"

Akainu stood ramrod straight, veins bulging beneath the brim of his cap. The shadows under his eyes burned with rage and murderous intent.

"Vice Admiral Garp has been captured! He is the symbol of our Navy's honor and justice!"

"That Uchiha Tobirama has trampled all over our dignity! If we don't kill him, what authority will the Navy have left to suppress the seas?!"

"I propose this immediately—mobilize all elite forces of Headquarters and launch a war of the highest rank! Even if we have to sink the entire East Blue, we must burn that bastard to ashes!"

Thick smoke hung in the air.

Across from him, Sengoku looked no better. His hands were clasped beneath his chin, the reflection on his glasses obscuring his eyes.

"Sakazuki… calm down," Sengoku said hoarsely, exhaustion heavy in his voice.

"I want to save Garp more than anyone. But you must understand the reality."

"Admiral Kuzan was defeated. Garp was defeated. What does that mean?"

"It means the enemy possesses the power to crush Admiral-level combatants with ease!"

"What if deploying all our forces is exactly what he wants? What if it's a trap?"

"What if he can strip even more people of their abilities?"

"If Marine Headquarters becomes vulnerable, the Four Emperors will swarm us like wolves."

"At that point, justice itself will collapse!"

"So we just watch Garp die?!" Akainu roared.

"What kind of justice is that—cowering in fear?!"

"Enough!!"

A cane slammed into the floor.

The terrifying pressure instantly silenced the room.

At the head of the table, Commander-in-Chief Kong slowly straightened. His expression was grim, his temples throbbing with pain.

He was torn.

Save him?

The price might be catastrophic. That silver-haired man was an unknown monster—one misstep could cost the Navy everything it had left.

Don't save him?

That was Garp. The pillar of the Navy. Abandon him, and morale would shatter. The World Government would lose face. Pirates would surge across the seas.

"This… is a dead end," Kong muttered through clenched teeth.

"Damn it… how did we provoke such a monster…"

At the same time.

Red Line — Holy Land Mary Geoise.

The Chamber of Authority.

Five elderly men stood at the pinnacle of the world. The air between them was cold and oppressive.

The blond elder spoke first, his voice icy.

"Garp, that reckless member of the D clan, was unreliable from the start. But Uchiha Tobirama… he is a genuine threat."

The bald elder holding the first-generation cursed blade slowly wiped its edge, killing intent flickering in his eyes.

"Killing Celestial Dragons is an unforgivable sin. Stripping Devil Fruit powers undermines the very foundation of the world."

"This power does not belong here," he continued.

"It may even threaten Lord Im himself."

The long-bearded elder nodded gravely.

"The bounty was merely symbolic. Now, we must act."

"If we don't eliminate him, the authority of the World Government will be completely destroyed."

Silence fell.

Then the curly-haired elder tapped his cane lightly against the floor.

"Since he is hiding in that insignificant corner of the East Blue," he said calmly,

"erase it."

"Inform the Navy they need not concern themselves with consequences."

"Even if Garp must be sacrificed, Uchiha Tobirama—and the island he stands on—must be wiped from the map."

"I second it."

"I second it."

The decision was final.

Marine Headquarters — Marshal's Office.

Blue… blue… blue…

A golden Den Den Mushi rang.

When Kong answered, his expression stiffened instantly. Cold sweat beaded on his brow.

"Yes… understood."

"All for justice. All for the World Government."

The call ended.

Kong exhaled slowly. He looked as if he had aged ten years in a moment, but the hesitation in his eyes vanished, replaced by iron resolve.

He turned to Akainu and Sengoku.

"There's no need to argue anymore," Kong said coldly.

"The Five Elders have issued their highest order."

"At any cost—annihilate Uchiha Tobirama."

"Authorization granted to initiate an emergency Buster Call."

"And this time—an exceptionally large one."

Kong tossed a golden command token toward Akainu.

"Sakazuki."

"You will take full command of this operation."

"Ten top-tier warships. Five elite Vice Admirals."

"Add your own Admiral-level strength."

"No limits. No restraint."

"I want to see that silver-haired bastard's corpse."

Akainu caught the token. His grin stretched wide, savage and feral.

Lava rolled across his body, dripping onto the floor and scorching it black.

"Finally… the time has come."

"Marshal, rest assured."

"I will burn that so-called emperor to ashes with absolute justice."

"Set sail!!"

East Blue — Frostmoon Village.

While the world teetered on the brink of chaos, this place remained tranquil.

Bamboo swayed gently. Fallen leaves drifted through the air. A faint fragrance lingered.

Tobirama walked at the front, unhurried and relaxed.

He didn't fly—he strolled through the forest like a traveler enjoying the scenery.

Frostmoon Village.

A settlement tied to the Shimotsuki lineage.

Here lived Koushirou, the ever-smiling dojo master—quietly hiding the strength of a top-tier swordsman. Even Dragon of the Revolutionary Army had once stayed in this place.

Tobirama hadn't come to slaughter anyone.

He came for famed blades—and for a genius swordsman named Dao.

"We're here," he said calmly.

Passing through the bamboo grove, an old courtyard came into view.

A wooden plaque hung above the gate, bearing four bold characters:

Isshin Dojo.

"Hah!"

Unified shouts rang out from inside. Dozens of apprentices trained in unison, sweat pouring from their bodies.

Tobirama ignored the children.

His gaze cut through the crowd, landing on a narrow-eyed man kneeling in the corridor, calmly sipping tea.

Koushirou.

"We have guests," Koushirou said gently, setting down his cup.

His smile didn't change—but the moment his eyes met Tobirama's, cold sweat broke out along his back.

Tobirama led three women into the dojo.

The pressure of his presence alone silenced the training grounds.

The apprentices froze, staring at the group in stunned silence.
