A small problem with the country who loves freedom a little too much
Gobber Panthera had come to the United States of America with a few simple missions. Scout some scientists. Namely Howard Stark, J. Robert Oppenheimer and Dr. Abraham Erskine… and he had come on this mission in 1928. And yet after so many years he had failed to bring even a single one of them into their side.
Well to be precise his main targets were Howard Stark and J. Robert Oppenheimer. Abraham Erskine's name was only added to the list after their agents in Germany failed to secure the scientist.
Unfortunately unlike before this time, the United States of America was guarding its geniuses with much more care compared to before.
After losing Nikola Tesla, they have learnt their lesson the hard way. So their treatment towards the scientists has changed.
In fact, they were allocating a lot more budget compared to before only because of the fear of Amazon Lily. The country was well known for fishing out talented or even not so promising scientists from different countries and shower them with research funding and a budget that no other country could allocate evening imaging to allocate.
After taking away Nikola Tesla, Amazon Lily had become the only country in the world to use clean green energy. "Their bio engineered electric eel algae could produce bio electricity with massive potential difference directly from the sunlight.
And Tesla's transformers helped them in harvesting those electricity and using them, without burning petroleum or coal. In fact they were selling those electricity to Brazil and making a lot of money.
On top of that, when the potential of alternate current was realized in the field of mass production factories, the United States had to pay a lot of money to Amazon Lily in order to use their generators and motors and transformers to use alternate current.
Later when the Tesla coil and particle accelerator was invented in Amazon Lily, the United States of America took research and development really seriously.
Especially after World War 1, when the United States had reached its present day peak, the government didn't have the money to blow cash for research and development. In fact they created many policies to hook the young and promising scientists to their country.
It was the main reason why Gobber was having so much problem in getting any of these scientists.
First there was Stark. Howard Stark was an ambitious man. And the problem with him was simple. He already has money.
Although his superiors had made it clear that if they could not buy them then they should at least invest in them, Howard Stark was not interested in sharing his profit. And more importantly, he was willing to take the risk.
On top of that Howard Stark was more interested in building weapons as it was the most highly demanded product in the United States at that time. And he had genuinely no interest in spending his time in researching clean energy or space technology.
Then there was Oppenheimer. Robert Oppenheimer, while interested in the project of developing a nuclear powerplant, he was a patriot at heart. On top of that he was not having any problem in terms of funding or was not experiencing any obstruction in his research. So ultimately Gobber couldn't push too hard with him.
Finally there was Erskine. The man who was responsible for his capture. Gobber couldn't blame the man. The fault remained at his superiors as they were the one who failed to give him full information about Erskine.
Abraham Erskine was a German scientist, who had apparently developed a super soldier serum. But fearing Hitler, he fled to the United States of America. While he was in Germany, the Cypher Pole agents from Amazon Lily had tried to recruit him. But ultimately they had failed in their mission for unknown reasons. So Gobber became responsible for trying to recruit Abraham.
Unfortunately things didn't go according to his plan. He had come to America in the guise of a biochemistry researcher. He had no idea if the American government or anyone had suspected him, but Dr Abraham definitely suspected him.
And the result…
"You are lucky. Your handler noticed something wrong. They haven't discovered your secret have they?" The lawyer in front of Gobber asked him.
"No. I am not stupid enough to reveal them unless the situation is dire… but I think they have noticed how unnaturally strong I was. So I suggest that you pull me out of here as quickly as possible." Gobber said as he looked at the lawyer on the other side of the bars.
"Ofcourse… that much is obvious. The diplomatic talk is on the way. If you wouldn't have been captured as a spy, then it would have gone more smoothly. But don't worry, if nothing goes wrong then you should be able to get out of here by tomorrow morning. But they are going to keep you under house arrest." The lawyer told Gobber.
"Well then, that's great. I suspect that they might be planning to make me disappear and conduct experiments on me."
"Don't worry. They won't do that with you. Your political value is much more than your scientific value." The lawyer assured him before he got up from his seat.
Gobber looked at him and walked out of the room. Not long after that some officers also took him away back to his cell.

Reading the demands of the American government, Hancock sighed. Zoan type devil fruits, especially the one based on powerful animals, naturally increased the physical abilities of the user even in his human form.
Gobber Panthera, the agent who got captured had eaten Hippo Hippo devil fruit. And it seems that his unnatural strength has not escaped the eyes of the people who had captured him. And considering that he was approaching Abraham Erskine, the American government must have suspected that Amazon Lily was already creating its own super soldiers.
It was the only reason Hancock could think of why they were delaying the negotiations and urging someone higher up to come to their country to do the negotiation.
Hancock had already prepared for something like this. In fact she was already preparing to reveal the existence of meta humans and thinks like devil fruits to the rest of the world. But of course, such things needed very careful handling.
Hancock did not want any enmity with the United States of America. Simply because there was no profit in it. Amazon Lily didn't have any oil. So naturally the United States of America didn't have any reason to pick a fight with them either.
After thinking for a while, Hancock decided to invite the United States for a diplomatic talk on neutral ground.
They might not want any trouble. But they are not easy to bully.
